Abstract

Environmental and health governance frequently treats land, water, biodiversity, human health and animal health as separate policy domains. This conceptual study develops the Blue-Green Continuum Framework as an integrated One Health governance model. Through an integrative review and framework synthesis, it identifies four system layers, six operating pillars and a six-stage governance cycle. The model links ecological conditions, institutional decisions and health outcomes, offering a practical architecture for coordinated risk assessment, investment, implementation and accountability across vulnerable landscapes in diverse institutional contexts.
